The best thing we could do
The best thing we could do to help the Haitians would be to inundate them with birth control, abortion services, and tubal ligations for women, perhaps with monetary incentives for sterilization. It's not politically correct, but until Haiti gets its Malthusian overpopulation problems under control and dramatically reduces its population, it will never be able to move forward.
Note that the United States also has its own population explosion problems and will begin to resemble Haiti over time, especially as we continue on our disastrous path with Global Labor Arbitrage.
