For your information, Bush had the spending down to 350 billion over budget, it had only been lower when Bill cut defense, now we're back up to 2.5 trillion. Bill Clinton didn't have much to do with it anyway, as it was more congress( whom was republican, but I still did not agree with the defense cut).
